These kids where caught with alcohol, and two bongs.
Pardon the hat sticking out on the left side, the subject wasn't fully in the frame, but if I cropped the hat right out, I take out half the main subject.

First of all, its a good frame, but there are some things you can do to improve
range: most street photography should be taken from 50mm or less. In this case, you could have gotten alot closer.. they are kids, and they cant really do anything to you.
composition/cropping: Do most cropping in camera before you hit the shutter. A great street shot can explain itself. For instance, if you found an angle that you could have the bongs and alcohol in the frame, it would be self explanitory..
or a wide shot (18-200 im guessing) at 18mm horizontal, showing their full bodies with the police towering over them.. would have given more OH SHIT factor to the plight of the kids.
faces: I love the expression you captured, but the flash kinda makes them really pasty.
I know a 50mm lens would be manual focus on your camera, but its SO worth it for low light street photography.
..the biggest thing is.. get closer.. use widest angle you can! more than likely your subject wont chase you, and if you look at all the best street, its taken from a mere 5-20ft away from their subject.
